This is one interesting vintage Edwardian - 1920's handbag / wrist purse.  It is decorated in a vivid bright, transitional Art Deco design, with rich, bold colors including red, orange, green, gold and black, on a light brown ground.
After close inspection I believe that the purse itself is constructed from a hand painted felt or possibly suede exterior that was sewn to the finest buttery soft kid leather lining.

Small dark gold metallic metal trim pieces were then crimped around the exterior flap, to form a decorative edging.

A long gold bullion metallic tassel and cord was hand stitched to the edge of purse body.  The cording functions as body edge trim  and handle, the tassel as flourish.

A very old style of snap was riveted for closure.  Exterior snap features a gold satin finish, with a sparkly faceted rhinestone center.

A beveled mirror, that appears to be trimmed in kid leather is attached to inside flap.

The purse is divided into two interior sections. The front is section accessible via another smaller interior flap.

The purse is in overall very nice vintage estate condition, showing only one tiny, apx 1 mm pin hole mar to exterior lower back.  It is structurally very sound.  The exterior hand painted decoration remains quite bright and vivid.  There are two small grayish marks to interior lining and around the  mirror the kid leather shows smudges of color from rubbing against the front purse body.  This is not glaring and may be removable with leather cleaner.  The leather remains quite soft and supple. The large French metallic bullion tassel and cord have a rich bronze gold patina and are also structurally very sound, with a very nice appearance.

Definitely an eye catching, attractive and rather unusual, authentic vintage Flapper era wristlet bag.
